OVERVIEW

The Kanlayan Resource Center or Kalinangan ng Malayang Kaisipan (Cultivation of Liberating Thinking) was established as a resource center for agrarian reform and local governance. It has three major work areas: research, communication and its main task of information management particularly with respect to the library, publications, audio-visual production and website development The key function of Kanlayan as a program is knowledge management. As such , it publishes a newsmagazine on agrarian reform and rural development issues and manages the KANLAYAN Library.

The library is aimed at providing information services not only for KAISAHAN staff but also for students, partners, and researchers. Currently, Kanlayan has a collection of over 2,000 books, VCDs, VHS tapes and other files on agrarian reform and rural development issues. The database of our books, periodicals and occasional papers can be viewed in our online library. Kanlayan has books and manuals for sale.

The publication looks back at the fifteen (15) years of efforts, struggles and successes of Kaisahan and examines its role in the ARRD community in conducting consultations through empowerment of stakeholders and advocacy and networking with POs and NGOs. Kaisahan established itself as an NGO that promotes ARRD both at the national and local levels. Kaisahan has been operating with three (3) themes: land tenure improvement; local governance; and Area-Specific Development Assistance (ASDA) initially in Agusan del Sur, Misamis Oriental and Negros Occidental. Kaisahan also plays the role of initiator and facilitator in advocacy and coalition building. Democratic participation in governance (DPG) through mainstreaming of Barangay Development Planning through Participatory Resource Appraisal (BDP-PRA) became the major strategy in ASDA operationalization. Kaisahan has gone through a serious rethinking of strategies to integrate gender concerns in its programs, focused-area work, legal and paralegal program and promotion of BDP-PRA to improve accountability and transparency in local governance. Lastly the book gave salute to institutional partners, networks and family who have shared the pains and gains of fifteen years with Kaisahan.
